Explained: what a fitment factor of 2.86 would do to the pay matrix
The fitment factor is the multiple applied to existing basic pay to arrive at the revised pay when a new Pay Commission is implemented. The 7th CPC used 2.57. The staff side has demanded 2.86 for the 8th CPC.
The table below shows what entry pay at each level would look like under three scenarios that are being discussed in the consultations: 1.92, 2.28 and 2.86.
Illustrative entry pay under different fitment factors (Rs)
| Level | Present entry pay | At 1.92 | At 2.28 | At 2.86 |
|---|---|---|---|---|
| Level 1 | 18,000 | 34,560 | 41,040 | 51,480 |
| Level 2 | 19,900 | 38,208 | 45,372 | 56,914 |
| Level 4 | 25,500 | 48,960 | 58,140 | 72,930 |
| Level 6 | 35,400 | 67,968 | 80,712 | 1,01,244 |
| Level 7 | 44,900 | 86,208 | 1,02,372 | 1,28,414 |
| Level 10 | 56,100 | 1,07,712 | 1,27,908 | 1,60,446 |
It is worth noting that the actual take-home change is smaller than these figures suggest, because DA is reset to zero on the date of implementation and is then rebuilt from the new index base.
No decision has been taken. The figures here are illustrative and are intended only to show the arithmetic of the different proposals.
