MACP clarification: benchmark of Very Good to apply only to promotions after 25 July 2016

DoPT has clarified that the requirement of a Very Good benchmark for grant of financial upgradation under the Modified Assured Career Progression scheme applies prospectively, to cases arising on or after 25 July 2016.

Employees whose upgradation fell due before that date will continue to be assessed against the Good benchmark. Cases already rejected on this ground are to be reopened suo motu by the administrative ministries.

The clarification follows a series of orders of the Central Administrative Tribunal and two High Courts that had taken a consistent view against retrospective application.

Ministries have been asked to complete the review within ninety days and to report the number of cases revised to the Establishment Division.
